Public meeting – Monday 9 March

19:30 hrs to 20:30 hrs in Appleford Village Hall. Come to a public meeting to update residents on HIF1 new road Didcot to Clifton Hampden, in particular the proposed closure of the B4016 between Appleford and Sutton Courtenay during roadworks.

Published: 6 March 2026

This public meeting is to alert residents and seek views.  Cllr. Peter Stevens has kindly agreed to attend (sometime after 8pm) and he will provide us with an update from the Highways / HIF1 Team.

The Parish Council submitted a robust objection to Planning Application R3.0022/26 which seeks a partial discharge of Planning Condition 4 (preparation of a CTMP).
Construction Transport Management Plan (CTMP).
The CTMP provides for the long-term closure of the B4016 between Appleford and Sutton Courtenay which contrasts with our understanding from the presentation by OCC and the Contractor in October.  If it is accepted as sufficient to satisfy Condition 4, the village could be faced with 12 – 18 months of disruption, or longer if construction runs over.
Section 2.9 states “full carriageway closure is expected on the B4016 between the village of Appleford and Sutton Courtenay. This is expected to be a long-term closure to allow the construction of the new link road and Sutton Courtenay Roundabout.”
No dates are provided. If approved on 20 March (determination date) the County Council can seek a Traffic Regulation / Closure Order. Once the road is closed it is likely it will remain closed until HIF1 is completed.
