- Minutes of Previous Meeting
RD raised actions missing from previous minutes.
Action: Report on the details of the impact on FCC of it being placed in Band E and any subsequent changes in its banding.
Action: Provide an update on its consideration of sanctions on FCC.
After Action: Appleford PC remains very concerned about the noise issue, how it is understated in operators and monitoring reports and the lack of any form of Noise Action Plan given that the village is in a noise abatement area. It requests access to all the noise data available and a separate meeting with OCC, VOWH and the operators involved, to resolve the issue.

Landfill Site Report
SN presented the Landfill Operational Report and it is included with these minutes.
Action: Ongoing action for FCC to complete the application to regularise the landfill levels on HHLS to enable Infinis to bring forward the solar farm application.
Action: FCC to provide cover percentage to landfill in 2024 to OCC.
Action: Provide breakdown on counties that waste was accepted into site during 2024.
Action: include update on progress towards ‘2030’ landfill end-point
FCC Recycling Report
Updated briefing note provided prior to the meeting, includes link to website where more information on the application for the WTN.

Solar park-. Awaiting FCC to regularise landfill levels and restore/create footpaths to be able to progress applications.

JH provided update for Heidelberg Materials.
Action: Provide briefing report before meeting. Include update on current progress towards December 2025 completion date for Bridge Farm.
Action: Confirm if Heidelberg are in control of the Forterra train offload.
Action: Attend/meet Appleford PC to discuss its request for a voluntary agreement to minimise traffic crossing the B4106from the Bridge Farm operations during rush hours.
Action: Appleford requesting a presentation of noise data to residents at the next village meeting.
Action: provide noise data and support the Appleford noise survey to enable a collated view to be created.

- Environment Agency Update
EA report included prior to the meeting and summary provided for the meeting. Details on permit banding costs provided but unable to provide further details at present.
EA require all operators to consider and report on climate resilience. FCC reported resilient to 1 in 100 year rainfall events.

HiF1- Inspector has granted planning permission. The project is moving into detailed design. Suggested committee is kept abreast of progress as affecting the area of the committee
Action: Residents request OCC to provide details of the reason for delays in the bridge farm applications.
Action. With FCC, compliance officers to check flooding of the Sustrans route and other PROW from FCC land during next visit.
Action. Residents requesting OCC to report their position with FCC regarding the hinterland agreement.

Request Heidelberg to attend Appleford PC meeting to present noise data and support noise survey.
Reported a strange smell along B4016 on the day and requested investigation.
Action: FCC confirmed ditches cleared last autumn, but agreed to provide a map for progress and to walk around ditches that need clearing with Appleford and Sutton Courtenay representatives to highlight and agree those that still need clearing. FCC confirmed
- Any Other Business
Downing Renewable Development presented on pre-application for 850MW battery storage park. Several other battery storage and solar applications are known to be in development for the area. The committee are interested in understanding the combined impact of these renewable energy plans.
